Source text - English China's property bubble has very different characteristics to the subprime property bubble in the US. There are many reasons for the the US property bubble, but one of the most influential factors was the availability of credit to people who couldn't actually afford properties.
China's continuing bubble on the other hand has formed largely due to 3 factors. Firstly, the capital controls that limit the easy flow of money to outside of China (to ensure resources are spent locally). Secondly, the high and persistent rates of inflation within China (due to low interest rates etc). Thirdly, the poor to negative return on savings that are left in government controlled banks. Coincidentally this is also the same factors that have caused the Chinese stock market bubble as well.
Now you may be wondering why I am talking about this. The idea for this entry came to me when I visited a friends property in Shanghai. It was in an apartment complex on the outskirts of Shanghai. A whole area the size of a city where virtually no one lives but where property is briskly traded. Why does no one live there? I asked the same question. I was quickly told that they are investment properties. The average person (who is poor) in China can't afford these properties... ever.. They are built and purchased because the middle class have no where to put their savings.
Basically Chinese people have 3 options for their savings: stock, banks, property. The stock market in China is extremely volatile and subject to greater Chinese government manipulation than other markets in the world. To win you either have to be connected (in the know) or lucky. Information is not transparent. Still Chinese investors use it because the profits can be so massive. But it is not a safe store of wealth. The average conservative Chinese middle class person knows this and sees it as speculation.
Banks in China are government run mostly and are used more as a way of redirecting resources to development of the economy than to benefit the savers. This is because savings rates seem to be perpetually below the average inflation rate. By leaving money in the the bank Chinese people lose wealth over time.
This leaves property. Now the Chinese are well aware that the market prices are inflated. But they also know that most people with money are heavily invested so the government (corrupt CCP) will not want to burst this any time soon. To do so will cause them to lose the support of the middle class. The CCP wants to retain its grip on power but to do so it must continue to improve the economic situation in China. And let's be honest. It's done a pretty good job over the past 30 years. Especially if you compare its growth to other developing nations. I digress, so the Chinese continue to invest in property because right now and into the medium term future their property wealth will not decrease (like bank savings) but will most likely get capital gain. So now there are millions upon millions of vacant apartments which the average poor Chinese can't afford to buy or even rent. Clearly this is not sustainable and eventually the bubble will pop. When is anyones guess. So much money is sitting in property that this could eventually lead to another crisis like the subprime one in the US.. with adverse effects on the global economy.
This is why Chinese are buying gold and silver in ever increasing quantities. There is a growing recognition of the risk to their wealth by investing only in property and stocks and the desire to safeguard their wealth for their families is strong. Pero también saben que la mayoría de las personas con dinero han hecho grandes inversiones así que el gobierno (el corrupto Partido Comunista Chino) no va a querer hacer estallar esto en breve. Hacerlo supondría perder el apoyo de la clase media. El Partido Comunista Chino (PCC) quiere mantener su control del poder, pero para ello debe continuar mejorando la situación económica en China. Y seamos honestos. Ha hecho un buen trabajo durante los últimos 30 años. Sobre todo si se compara su crecimiento con el de otras naciones en desarrollo. Me estoy saliendo del tema, así que los chinos continúan invirtiendo en propiedades porque en este momento y en el futuro a medio plazo su riqueza en propiedades no va a disminuir (como las cajas de ahorro), sino que lo más probable es que obtendrán una ganancia de capital. Así que ahora hay millones y millones de viviendas vacías que el pobre chino medio no puede permitirse el lujo de comprar o alquilar. Es evidente que esto no es sostenible y, finalmente, la burbuja va a estallar. Cuándo es la pregunta que todo el mundo se hace. Considering:
a. that in order to create a just and prosperous community based on Pancasila and the
Constitution of 1945, it is deemed necessary to implement sustainable national economic
development based on economic democracy to achieve the purpose of the state;
a. that in compliance with the mandate stated in the Decree of the People’s Consultative
Assembly No. XVI/MPR.1998 concerning Economic Politics in an Economic Democracy,
capital investment policies shall always be the basis of a populist economy that involves
the development of micro, small-scale, medium-scale and economic cooperative
business.
b. that in order to accelerate the development of the national economy and to create the
political and economic sovereignty of Indonesia, it is deemed necessary to increase
capital investment in order to turn economic potential into real economic strength, by
way of utilizing domestic and overseas funds;
c. that in order to face changes in the global economy and participation by Indonesia in
various international relationships it is deemed necessary to create a more conducive
and promoteable investment climate that also provides legal certainty, justice and
efficiency while considering the national economic interests;
d. that Law Number 1 Year 1967 concerning Foreign Capital Investment as amended by
Law Number 11 Year 1970 concerning the Amendment and Addendum of Law Number
1 Year 1967 concerning Foreign Capital Investment and Law Number 6 Year 1968
concerning Domestic Capital Investment, as amended by Law Number 12 Year 1970
concerning the Amendment and Addendum of Law Number 6 Year 1968 concerning

Considerando:

d)que la Ley Número 1/ 1967 relativa a las Inversiones de Capitales Extranjeros, modificada por la Ley Número 11/ 1970 sobre Modificaciones y Suplemento a la Ley Número 1 /1967 sobre Inversiones de capitales Extranjeros, y la Ley Número 6 / 1968 sobre Inversiones de Capitales Nacionales, modificada por la Ley Número 12 de 1970 sobre Modificaciones y Suplemento a la Ley Número 6 /1968 relativa a las Inversiones de Capitales Nacionales, necesitan ser sustituidas ya que no son compatibles con la necesidad de un desarrollo acelerado económico nacional y con el desarrollo de la ley, especialmente en el campo de las inversiones de capitales;
