This is based on the English version of a similar Cuban term, "Calificador de Cargos Técnicos", used by the Global Legal Information Network (GLIN):
"Resolución 116/2006 Aprueba el Calificador de Cargos Técnicos Propios para la Organización del Comité de Defensa de la Revolución / Resolution 116/2006 Approves the Descriptors of Technical Positions Pertaining to the Organization of the Committee for the Defense of the Revolution"

"Descriptors" is a suitable term, I think, because it is widely used to denote brief and general features of particular jobs, as in these Cuban "calificadores".
