to my knowledge, if it refers to the inhabitantants the French suffix -ais should translate to -ese in English. It is also this way in Italian with another pronunciation ofcourse

: Here in Reunion the French demonym is Réunionnais, the accepted demonym in English is Reunionese (see http://en.wikipedia.org/wiki/List_of_adjectival_and_demonymi... although I generally try and work around it if possible.

French Catalonia / Northern Catalonia
We really need more context to give a definitive answer. How important is it to know which specific comarca he is from? I suspect the most important thing is that the reader knows that the artist is from the part of Catalonia belonging to France (especially if we're talking about someone who actually speaks Catalan). Banyuls de la Marenda is in the Rosselló comarca, but the "Rosselló" is often used more loosely to refer to anybody who lives in French Catalonia.
If that is not the point, and the information is purely to inform the reader where Banyuls is located, it may be better to go with something more meaningful to an English-speaking reader, such as "a French town by the Mediterranean sea, close to the Spanish border". But then again, a Catalan author may not want to refer to it as a "French town".
If, as you say, the text was in Catalan I think you'd have been better off posting this as Catalan-English, as you'd get answers from more people who are more familiar with the complexities of geographical labels and identities in the area.

French Catalan
As I live in a department neighbouring Roussillon, I have certainly noticed that quite a few local people are quite negative about their historical incorporation into France. During a recent visit to Collioure, which is near Banyuls, I was interested to find that Catalan nationalism is very much alive there and some people won't even refer to Spanish Catalonia as Spanish and prefer to just call it "the other side" i.e. the other side of the Pyrenees.

Or you could take the easy options and go for French or from Roussillon (in Southern France, whatever) :)
If local/regional identity is important, "keep him" local, otherwise people are possibly not going to be bothered. I think they might be bothered here. :)
