This term appears in a letter from an association in France's gay community describing an event that it is organizing, the theme of which is the fight against AIDS. It will be attended, among others, by LGBT organizations, community media, pornographic film producers and “patrons d’établissements ou organisateurs de soirées commerciales”. Is “soirées commerciales” here short for “soirées commerciales de masse” (raves, I believe)?

My feeling is that, although the term can of course refer to business events/stopovers, given the list of participants at this event, it is less likely to be business related and more likely to refer to organisers of mainstream events (in contrast to alternative/avant-garde/exclusive/specialists events), such as club nights and festivals with big-name DJs and high entry prices...
But it would be wise to check with the client as it's hard to know for sure.

We really don't have enough context to be sure - not even the words in their context in a sentence. But it's Sunday so for once I'm not going to sit around waiting :).
This is an appropriate translation for the term given, without being over-specific. It is used quite often in an LGBT context.

In the light of the context and further research, I think that this stands, although "promotional event" works too.
BTW: rave is rave in French. I found a reference to the asked term plus masse used as an equivalent to a rave, but this was simply an explanation of what a rave is: a promotional event that attracts a mass participation.
