No sé si probablemente se refieran a "**allocation** of public funds" con "liberación" de recursos....

Esta falta de visión de complementariedad debilita las acciones de intervención de la iniciativa, ya que no crea sinergias en el territorio con actores públicos, todavía no convencidos de las ventajas de este esquema complementario de construcción de cadena de valor y liberación de recursos públicos.

I think this is the most natural way to translate that phrase in this context.
