How would you translate this expression: "Is up to his eyeballs with" in this context.

Netanyahu is up to his eyeballs with investigations and indictments.
He also would need the far-right religious-freedom-hating ultra-Orthodox to build his coalition.

up to his eyeballs with = up to his neck in I'd say this idiom simply means something along the lines of 'to be drowning in' something, such as debt, but in this case, investigations/accusations. It's something more observable and objective, rather than something like 'overwhelmed,' which would be a more subjective determination.

Si es un contexto más serio (por lo que veo) puedes decir simplemente que está agobiado/ocupado/etc con tantas investigaciones. Hasta el cuello es un registro más informal, pero bueno, en inglés está, así que...

My option matches if Netanyahu is overloaded with work (indictments,, complaints or whatever.
Also when you are fed up i.e. estoy hasta las cejas

se le acumulan los problemas

Creo que el significado de la expresión no es que esté harto, sino que está “hasta arriba” de problemas. Una forma menos coloquial y más clara de decirlo podría ser “A Netanyahu se le acumulan los problemas, entre investigaciones e imputaciones”, por ejemplo. O "A Netanyahu se le acumulan los problemas: además de las investigaciones e imputaciones, necesita recurrir a... para formar una coalición".
