Same question as Phil, for context. It looks as though this is "design and layout assistant" (or manager depending where the position actually sits in the hierarchy.

The problem is less with "adjoint" than with "assistant" in EN which can be quite a lowly position or an individual from whom a lot of initiative and responsibility is expected. An "adjoint" generally imples something closer to the second reading. So another quetsion would be "adjoint" to whom?

Both concept and design have to precede any implementation. It isn't clear where this post fits in the hierarchy, but I think it is likely to be an assistant manager, or even assistant director level (given inflation of job titles), not a mere "assistant".

Assistant-Manager for Development and Design

"conception" is either design or development. And since "mise en plan" is design according to context -- "mise en plan (dessin)" -- the solution is here.
