It's "libre" that has got me stumped

At first I thought 'libre' might be a Swiss variant of 'libérée' (=fully paid), but no, the evidence of the U of Geneva scholarly paper cited below is that in Switzerland the term 'action libre' is understood to mean 'action librement négociable'.

I'm not sure here, but in France, "libérée" referring to a share means that the share subscription has been paid.

Investopedia explains the 'Bearer Share'
Because the share is not registered to any authority, transferring the ownership of the stock involves only delivering the physical document. Bearer shares lack the regulation and control of common shares because ownership is never recorded. Similar to bearer bonds, these shares are often international securities.

In this case the "libre" part refers to the fact that the shares are not restricted to any one bearer. They are the equivalent of a large banknote.
