Just checking 阪神間. Is this something like, "the Hanshin area"? Or is it more, "between Osaka and Kobe"? Or is it the same?

Good question! It is technically between Osaka and Kobe, and this should be what it means if the subject matter is train services, for example. But in your context, it seems the author has the "area' in mind, and 阪神間 is used that way, too. (i.e. same as 阪神地方、地域、方面)

Of course, if it is in fact talkin about train services, traffic, etc., it means "between."

Let's see what Harvey has. Iwould say "area" if it damage by an earthquake, shoppers' trend by areas, etc.
