Я думаю, что building society в современном его значении не является эквивалентом жск, но термин cooperative savings group, предложенный в указанной выше статье википедии, вполне может подойти.

: A Housing Association in Britain is a charity providing accommodation to people on a low income. In contrast, the Russian term would imply that the people involved are reasonably well off. Until recently used to be the case (until the late 90 ies).
