I know - water with fecal matter in it. Is there a term of art (?) in the shipping world?

in my mind, сточные воды = waste water (contains various types of waste), фекальные воды = sewage (contains human waste)

fecal water

Why be fancy about it, 'fecal water' is clear and specific enough.
Example sentence:

To obtaing sailing permision the vessel must discharge garbage and fecal water[...]

We are now preparing to expand our offer to ships, that is, to collect fecal water from ships as well. A regulation forbidding ships to release their fecal water into the Danube [...]

neutral Sabine Akabayov, PhD : The websites you link to are all bad translations, so I wouldn't consider them a good source//Black water refers specifically to sewage. Also, I didn't disagree with you, I'm questioning your sources. Fecal water is not used much in this context

"Black water" is less specific (referring to a hazard class, not composition), but if the source text does not deal with e.g. recycling, it should be appropriate. Otherwise, feces are feces.

Also - faeces or domestic sewage,
but for me - sanitary sewage is the best match
