I'd make this plural.
I quite like your "emerging" but think it is more "expected" here as they expect =(think it likely) in this climate that there will be challenges.

I think the translation needs to convey a sense that the challenges are "very real", or "in your face", rather than of urgency or imminent danger if not addressed.
